  • El Paso, TX. Home to 678,815 people at the 2020 Census. Inside city limits, the Planning & Inspections One Stop Shop at 811 Texas Ave., (915) 212-0104, issues re-roof permits.
  • Socorro, TX. About 10 miles southeast on the Mission Trail, where the mission church was completed in 1843. It grew from 34,306 people in 2020 to an estimated 38,787 in 2025. Planning and Zoning: (915) 872-8531.

  • Canutillo, TX. About 12 miles northwest on the Rio Grande, and unincorporated, so the County issues no building permit there. Floodplain questions go to the Public Works office of El Paso County, Texas, at (915) 273-3330.
  • Anthony, TX. About 16 miles northwest at the state line, named the Leap Year Capital of the World in 1988. The re-roof rule isn't published, so call Town Hall at (915) 886-3944 before work starts.

Permit rules shift once you leave El Paso city limits. Socorro lists a general building permit but no roofing form, so call the Planning and Zoning Department before work starts, and homes in a historic district there need commission review. In San Elizario, call City Hall before work starts too. In Canutillo, also check any HOA rules and confirm the address really sits outside El Paso city limits.
